The Bronx and Manhattan call 311 about noise the most, per person

Brooklyn files the most noise complaints of any borough, which is largely a function of its size. Adjust for population and the order flips: the Bronx and Manhattan each file about three times as many noise complaints per resident as Staten Island, and half again as many as Queens.

Sources: New York City 311 Service Requests (dataset erm2-nwe9), filtered to complaint types beginning with "Noise"; borough populations from the American Community Survey 2023 one-year estimates. Counts are every geocoded noise complaint in the window, minus one Bronx address that generates a physically impossible volume and is excluded as a reporting artifact; see the methodology.
