Who summer jobs could reach

A rough calculator of what the Summer Youth Employment Program costs and what it buys in fewer arrests, state prison sentences and deaths, built on New York City’s own lottery studies. Those studies found that the drop in arrests came entirely from the few participants who had already been arrested, so the more of them the program reaches, the more it buys.
