Every district starts at today’s citywide rate, 8% of residents 14 to 24; where young people are shot more often than the city average, the target rises, up to the share you set. Outlines show the police precincts where the City focuses summer jobs outreach and the New York City Housing Authority (NYCHA) developments, and the list beside the map gives each district’s and development’s target.
